Stealing from Ghosts

Billy Bob Jane has had a bit too much to drink and is loudly telling a tale of an ongoing scene down in Shipping Bay. It seems that his story involves the mysterious disappearance of industrial sized imports to The Ghost of Mali. He begins to boast and offers a wager to anyone who will listen.
